Tout en marquant notre farouche opposition à toute prise antidémocratique du pouvoir, il faut reconnaître que le Mali, en ces moments cruciaux, a plus besoin de soutien que de sanctions.
J’ose croire que la réaction musclée de la CEDEAO n’est pas le fait de pressions extra-regionales. Mais le doute est quand même permis. Le 6 décembre 2021, Florence Parly, ministre des Forces armées de la France déclarait dans un entretien accordé à France 24 et à Rfi en marge du Forum Internaional de Dakar sur la paix et la sécurité en Afrique : «La CEDEAO a tenu plusieurs réunions depuis l’intervention du deuxième coup d’Etat au Mali, cette année. Il y aura à nouveau, dans quelques jours, une nouvelle réunion qui devra prendre un certain nombre de sanctions.»
On pourrait croire que la France qui est opposée à la venue au Mali du groupe Wagner veut mettre la pression sur les autorités maliennes à travers la CEDEAO. Malgré la dangerosité du recours à des forces non conventionnelles, l’organisation sous-regionale devrait éviter toute instrumentalisation dans le nouveau grand jeu qui s’installe dans notre région.
Au risque d’en rajouter à la souffrance des Maliens, la CEDEAO s’accroche au prétexte des élections pour répondre favorablement aux injonctions de son donneur d’ordre à travers des mesures inacceptables contre le peuple malien.
«Aujourd’hui la priorité est à l’exercice d’une pression maximale pour que cette situation ne se produise pas. Tous nos efforts sont orientés pour empêcher que cette menace qui est brandie depuis des semaines maintenant ne se matérialise pas d’où l’importance des décisions qui pourraient être prises par la CEDEAO», avait précisé Madame Parly.
La France qui décide de ces moments de retraits stratégiques au Mali veut empêcher aux autorités maliennes de se liguer à d’autres forces pour défendre son territoire face à des terroristes qui bénéficient de soutiens divers et préjudiciables aux intérêts du Mali.
Évoquer constamment l’illégitimité des autorités de transition c’est feindre d’oublier la liesse populaire qui a suivi la prise du pouvoir. Cette illégitimité n’aurait jamais été évoquée de cette manière si les autorités maliennes actuelles avaient suivi les volontés des autorités françaises qui ne se plaignent pas aujourd’hui de l’illégitimité qui règne au Tchad.
La priorité du peuple malien c’est sa sécurité et non la tutellisation de quelque bord que ce soit. La porte du dialogue que la CEDEAO dit laisser ouverte ne doit pas être négligée si le seul but est d’aider les Maliens.
Des discussions doivent être engagées sans délai avec les autorités maliennes en prenant en compte aussi bien la question sécuritaire que la question de la vie démocratique, notamment celle relative à la période de transition. Cette dernière question n’est point plus importante que la première.
La CEDEAO doit être du côté du peuple malien en évitant d’être complice de son affaiblissement dans ce contexte d’agressions terroristes et de la dynamique de règlement de comptes que les autorités françaises ont enclenché contre les autorités maliennes au détriment des populations maliennes.
Le Mali se situe dans une zone géographique particulière. Traiter les questions le concernant sous le prisme d’un normatisme zélé risque de porter énormément préjudice à la sécurité intérieure de ce pays et à celle de ses voisins.
