Cette manie de mettre des agents de l’administration au-devant de la scène pour justifier les dérives politiciennes d’un État irresponsable, doit cesser. Ces agents s’approprient et vulgarisent des éléments de langage qui les éloignent de l’orthodoxie républicaine.

D’abord c’est un lotissement catastrophique de 2006 qui a conduit à l’attribution des parcelles dans une forêt classée, en violation totale du Code de l’environnement et des dispositions du Code de l’urbanisme. 67 hectares d’une forêt classée ont été ainsi attribués en toute illégalité et sans tenir compte des plans d’urbanisme.
L’article 43 du Code de l’urbanisme est clair sur cette question : la création et la mise en œuvre de lotissements à usage d’habitation doivent être exécutées en conformité avec les plans d’urbanisme.
D’ailleurs l’article 80 du code susvisé prévoit des sanctions pénales contre de tels actes.
Toute une chaîne de responsabilité, allant du Conseil municipal au ministre de l’Urbanisme en passant par le représentant de l’Etat et les services techniques déconcentrés, est engagée.
Ensuite le Président Macky Sall en 2017, à l’occasion de la cérémonie de lancement des travaux de la troisième usine de Keur Momar Sarr (KMS 3), avait promis de rectifier la faute en régularisant les ayants droit. Il n’a pas tenu parole jusqu’à ce jour.
Enfin, les services de l’État ont failli en laissant des constructions se mettre en place durant des années. Si on est capable de mobiliser les forces de sécurité et de défense pour imposer un couvre-feu sur l’étendue du territoire de Thiès, on doit être capable de sécuriser une zone de quelques hectares et maîtriser les promoteurs véreux qui seraient tentés d’y vendre illégalenent des parcelles.
C’est aussi simple.
Encore une fois laisser des pères et mères de famille construire, mettre tout ce qu’ils ont dans leurs chantiers puis tout détruire, en pleine pandémie, est juste ignoble et inhumain.
Que l’État reconnaisse ses torts. Nul ne peut se prévaloir de sa propre turpitude.
Que le président de la République respecte sa promesse, surtout qu’il est le seul habilité à déclassifier une forêt.
