L’Assemblée nationale n’est pas une assemblée consultative à l’image du CESE ou du HCCT. Il s’agit d’une assemblée délibérante, représentative. La mission d’information sur les inondations ne peut en aucune manière produire un rapport destiné au président de la République. En effet une mission d’information « porte sur un objet donné et vise à apporter aux députés des réponses à des problèmes qui les préoccupent dans l’exercice de leurs activités » (article 49 al 3 du règlement intérieur de l’Assemblée nationale). L’article susvisé révèle clairement que cette mission est uniquement destinée aux députés.
En adressant au président de la République un rapport, remis en main propre au palais de la République, l’Assemblée nationale a violé le sacro-saint principe de la séparation des pouvoirs, fondamental dans les démocraties représentatives. L’Assemblée nationale décide d’une manière anticonstitutionnelle- c’est grave- d’être inféodée au pouvoir exécutif et d’en être le maillon le plus faible par le caractère facultatif de la prise en charge d’une série de conseils accumulés dans un rapport. La mission de représentation de la deuxième institution de notre pays est ainsi rabaissée à un niveau de conseil au service de l’exécutif.
