L’Assemblée nationale n’est pas une assemblée consultative à l’image du CESE ou du HCCT. Il s’agit d’une assemblée délibérante, représentative. La mission d’information sur les inondations ne peut en aucune manière produire un rapport destiné au président de la République. La mission de représentation de la deuxième institution de notre pays est ainsi rabaissée à un niveau de conseil au service de l’exécutif.
