J’ai vécu l’histoire de la destruction des maisons de la cité Tobago à Dakar en 2015. Nous étions du coté des impactés et avions mené le combat avec eux. Nous espérions que l’Etat sénégalais, qui s’était démené pour trouver un site de reclassement et indemniser les impactés, avait définitivement retenu la leçon.
Aujourd’hui le même abus étatique se renouvelle. Une atrocité humaine qui ne peut être expliquée.
Ces Sénégalais du quartier Mbour 4, se sont sacrifiés pour trouver un toit. Encourager en cela par le Président Macky Sall lui-même qui, en réponse à leurs doléances, a déclaré : « Je voudrais vous rassurer et vous dire que vos préoccupations seront prises en charge. J’ai demandé au gouverneur de la région de Thies de prendre les disposions nécessaires pour vous affecter les terrains sur lesquels vous avez déjà édifiés vos maisons. »
Le chef de l’État de poursuivre en wolof : « Diapelene né safaranagnouko, soléne teudé néguéne nélaw » (Considérez que votre problème a trouvé solution, vous pouvez dormir tranquille, en français) (voir vidéo ).
A partir de cette déclaration certains occupants ont fait des prêts bancaires, d’autres ont sacrifié leurs maigres ressources pour se procurer un toit décent.
Aujourd’hui on leur détruit tout d’une manière atroce et inhumaine.
Le message serait-il de faire comprendre aux Sénégalais que les promesses du chef de l’État n’engagent que ceux qui y croient ?
Quel piètre message délivré aux populations !
Sur un autre registre, n’est-ce pas le Président Macky Sall qui avait décidé dans le cadre du Covid-19, dans un élan de solidarité et d’entraide, prétendait-on, que les contentieux entre bailleurs et locataires n’aboutissent pas à l’expulsion des derniers ?
Aujourd’hui, c’est dans un contexte de Covid-19, où l’heure est déclarée grave par le président de la République lui-même, que l’État sénégalais se comporte de cette manière cavalière et inhumaine envers les populations du quartier Mbour 4 de Thies (sous couvre-feu), en détruisant des foyers par la forces des bulldozers assistés par les forces de sécurité et de défense.
Un État fort c’est un État prévenant. Des constructions dites irrégulières doivent être arrêtées dès le début et les sites sauvegardés. Un État fort ce n’est pas un État qui se plaît à détruire, à humilier, à rabaisser des pères et mères de famille.
Un État fort c’est aussi un État qui fait du respect de la parole donnée, un principe immuable.
Que la promesse du président de la République soit respectée.
Ces pères et mères de familles ne méritent pas un tel sort face à leurs progénitures.
Que l’injustice s’arrête.
