Quand le Président Macky Sall disait dans son adresse à la nation, lundi 23 mars, que « l’heure est grave » on avait souhaité qu’on en arrive pas à cette situation. Qu’il ne le dise jamais mais qu’il l’anticipe. Et on avait averti. L’heure était déjà devenue grave partout ailleurs où le virus avait fait son entrée. Nous n’avions aucun moyen d’être des exceptions. Ni du point de vue technique ni du point de vue logistique et humain.
Nous devrions remercier le ciel de n’avoir pas été les premiers infectés et de nous permettre ainsi de pouvoir anticiper sur une évolution inéluctable.
Hélas ce ne fut pas le cas.
L’Etat du Sénégal ne maîtrise plus l’évolution de cette épidémie et ne cesse de nous confiner dans des comptes rendus quotidiens qui n’ont aucune signification scientifique compte tenu du nombre insignifiant de personnes testées.
L’arrivée des cas communautaires rend ridicule cette posture de maîtrise de l’évolution du virus qu’ils veulent nous faire ingurgiter.
Il faut savoir s’arrêter.
Cette question, ce n’est pas du cinéma.
– Il faut très rapidement mettre a exécution les mesures d’aide aux populations. Il faudra endiguer une crise humanitaire qui viendra s’ajouter inévitablement à cette crise sanitaire.
– Il faudra mettre tous les fonds disponibles dans cette guerre, y compris les différents fonds politiques, en attendant les soutiens externes.
– Il faut impliquer les collectivités locales pour que leurs budgets soient réorientés dans l’urgence du combat contre le Covid-19.
– Il faudra que les rassemblements, « grand-places » et autres lieux de rencontre soient interdits le jour pour être en cohérence avec le couvre-feu de la nuit.
Il faut des mesures concrètes, d’application immédiate avec une batterie d’actes d’accompagnement.
Oui l’heure est grave mais la posture de l’Etat est loin de refléter une bonne appréhension du degré de gravité de la situation.
Il faut agir vite avant que cela ne soit trop tard.
