C’est seulement maintenant que le gouvernement a pris une mesure sérieuse sur la situation de la pandémie : la mesure de ne pas appauvrir les Sénégalais. C’est une mesure qui ne remplace aucune autre mesure car toutes les autres n’ont été que de façade, sans aucune logique stratégique. On n’était ni dans le confinement ni dans le déconfinement. Cette situation hybride ne nous a pas fait avancer. Elle ne pouvait endiguer l’évolution du virus. C’est un jeu de contradictions qui jure avec la gravité de la situation :
– On confine la nuit et ouvre les vannes le jour.
– On exige un confinement territorial tout en accordant des permis de circuler en masse et en ne prenant aucune disposition drastique pour empêcher les déplacements clandestins.
– On régule l’ouverture des marchés sans faire respecter la distanciation sociale et le port obligatoire de masque.
– On interdit les prières et on envisage de regrouper des enfants dans des salles de classe.
– On veut traquer les cas communautaires sans trouver les moyens de faire des tests massifs.
– On veut aider les impactés mais on va plutôt donner aux pauvres qui n’ont, jusque là, pas tous reçus les aides promises. Bref que de contradictions qui ne nous menaient nulle part.
Au même moment le compatriote du Djolof qui compte sur la vente de sa chèvre au marché hebdomadaire pour s’occuper de sa famille est privé de nourriture. Lui et des milliers d’autres Sénégalais. Le commerçant des Parcelles Assainies a qui on demande de venir travailler 2 fois par semaine fait face à des charges fixes insurmontables et à du mal à joindre les deux bouts. Et tous ces autres compatriotes qui ont perdu leur travail ou qui ne peuvent plus travailler commencent à souffrir de faim et de précarité dans le silence de leur demeure. A défaut de n’avoir aucune politique d’endiguement fiable, il aurait été insensé de continuer à appauvrir les Sénégalais. Il reste clair que l’Etat doit s’impliquer dans le respect de la distanciation sociale, du port obligatoire du masque et du renforcement du système sanitaire pour éviter une propagation vertigineuse du virus. Sa responsabilité sera mesurée à ce niveau. En attenant, ceux qui sont pour le confinement pourront toujours s’auto-confiner. Ils pourront décider de ne pas se rendre dans les lieux de rassemblement et d’attendre que le virus disparaissent s’il en ont les moyens. Contrairement aux décisions précédentes celles-ci ne sont pas contraignantes, elles sont facultatives. Que ceux qui ne peuvent point avoir le luxe de se confiner aillent chercher de quoi se nourrir. Un tiens vaut mieux que deux tu l’auras.
