À la lecture du rapport de la commission d’enquête parlementaire sur l’affaire dite des 94 milliards et ses recommandations, nous interpellons l’Etat sénégalais et les députés sur les questions suivantes :
1. À combien s’évalue le nombre d’achat de créances sur des procédures d’expropriation pour cause d’utilité publique ?Pourquoi le temps d’attente des ayants droit, titulaires d’un droit de créance, est plus long que celui des subrogataires, qui ont la magie de faire réagir les services de l’Etat ?2. Pourquoi admettre que des fonctionnaires de l’Etat aient un train de vie dispendieux jusqu’à s’insérer dans le cercle des milliardaires sans enquêter sur la provenance de leurs biens ?Pourquoi continuer à laisser des procédures à forte incidence financière entre les mains de quelques personnes, sans prévoir des mécanismes de prévention à toute connexion frauduleuse ou association de malfaiteurs ?Pourquoi ce laxisme dans la gestion des deniers de l’Etat estimés à des centaines de milliards ? Au-delà de l’affaire dite des 94 milliards, qui devra se régler devant la justice et non devant les médias, il y a des questionnements qui mériteraient des réponses. Le combat pour la transparence doit également s’orienter vers les cercles d’enrichissement nébuleux qui fossilisent des pratiques d’une autre époque, pour continuer à s’enrichir sur le dos du contribuable sénégalais.
