Au lieu d’inspirer confiance, le pays installe le doute sur ses chiffres, sur ses institutions et sur sa capacité à se gouverner sans se déchirer.
En France, en 2021, la dette hospitalière puis celle de la SNCF ont été intégrées dans les comptes de l’État. En Afrique du Sud, l’État a absorbé en 2020 une partie de la dette d’Eskom. Nulle part, ces ajustements n’ont été assimilés à une dissimulation.
Au Sénégal, le constat d’une dette portée par des entreprises publiques a pris la dimension d’une affaire d’État, moins par sa nature que par l’usage politique qui en a été fait.
Dans une époque où la communication remplace la gouvernance, le besoin d’un coupable l’a emporté sur la recherche de solutions.
En finances publiques, il n’existe pas de dette du régime précédent. Il n’y a que la dette de l’État, qui engage la continuité de la République, quelle que soit l’alternance politique.
La confusion actuelle trahit un affaiblissement de cette culture d’État. Ceux qui gouvernent aujourd’hui semblent oublier que les engagements financiers sont des obligations souveraines. Ce ne sont pas des héritages partisans.
En rompant avec cette continuité, le Sénégal a affaibli la confiance que ses partenaires plaçaient en sa stabilité institutionnelle.
Les conséquences sont tangibles avec la suspension temporaire du programme du FMI, la hausse du rendement des eurobonds et des taux d’emprunt, le ralentissement des décaissements sur plusieurs projets publics.
Dans ce tumulte politique, la ligne du ministre de l’Économie apparaît comme la seule boussole stable. Celle qui parle la langue des chiffres et non celle des postures. Celle qui sait que la dette, quand elle est soutenable, n’est pas un fardeau mais un levier.
La position d’Abdourahmane Sarr, qui consiste à rassurer les partenaires techniques et financiers et à maintenir la confiance des investisseurs, est la seule ligne économiquement défendable. Elle s’aligne sur les trois piliers de la stabilité macroéconomique : la crédibilité, la soutenabilité et la prévisibilité.
Dans un contexte où chaque mot présidentiel ou ministériel se traduit en points de rendement sur les marchés, le discours économique doit être unique, cohérent et prévisible.
Le gouvernement doit désormais coordonner sa stratégie sur la dette, harmoniser son discours et parler d’une seule voix.
Le désordre verbal a un coût, la crédibilité a un prix et le silence des marchés vaut parfois plus qu’une tempête politique. La République n’a pas besoin de se justifier, elle doit se redresser.
Le vrai courage n’est pas de révéler les fautes supposées d’hier mais de corriger sans s’autoflageller.
Un État qui s’accuse en place publique fragilise sa signature plus sûrement qu’un État qui corrige ses erreurs.
Tant que le régime actuel cherchera des coupables au lieu de chercher des solutions, il se condamnera à payer deux fois : le prix de ses dettes et celui de son aveuglement.
