Dans une contribution en date du 13 août 2024, j’ai précisé que « sur les 40 milliards de FCFA de dettes fiscales des entreprises de presse, 33 milliards sont dus par la RTS, Le Soleil et l’APS. Ces médias publics doivent à l’Etat plus de 75% de la dette fiscale des médias »
Ces 40 milliards ont été les chiffres officiels de l’Etat au moment où la question de l’amnistie fiscale avait été brandie lors d’une audience des patrons de presse avec l’ancien président de la République Macky Sall.
La répartition des montants avec 33 milliards pour les médias précités venait aussi d’une source officielle largement reprise.
D’ailleurs, dans un article en date du 6 juin 2024, la rts (média d’Etat), à travers le site rts.sn nous avait rapporté ce montant à travers une déclaration de l’ancien président du Conseil des Diffuseurs et Editeurs de Presse du Sénégal (CDEPS), le journaliste Madiambal Diagne.
L’article en question avait ainsi précisé que :
« Le journaliste révèle que, sur les 40 milliards de FCFA de dettes fiscales des entreprises de presse que le président Macky Sall avait décidé d’effacer, 33 milliards sont dus par la RTS, Le Soleil et l’APS. Il souligne que la fiscalité actuelle n’est pas viable pour les entreprises de presse et insiste sur la nécessité d’une fiscalité allégée pour le secteur. »

Le gouvernement sénégalais à travers le ministère de la communication a récemment fourni de nouvelles informations sur la dette des entreprises de presse. Nous regrettons le défaut de transparence et la communication orientée.
Donner des pourcentages sans préciser les montants sur lesquels ces pourcentages sont tirés n’a aucun sens.
Le document en question n’a pas précisé l’évolution du recouvrement et le montant actuel de la dette.
Ce qui signifie que les pourcentages étalés sont à adosser sur un montant et sur une évolution du recouvrement inconnu du public étant donné que la dette n’est pas statique.
Et pourtant le ministre avoue que des recouvrements ont été effectués notamment au niveau des médias publics à travers des ATD.
Il est donc évident que les pourcentages peuvent évoluer compte tenu de l’évolution des recouvrements et des montants payés par chacune des entreprises contributrices.
Malheureusement aucune volonté de transparence ne permet de mesurer ces évolutions.
La question est simple : pourquoi donc donner les montants précis de l’aide à la presse et ne publier que des pourcentages en ce qui concerne la dette fiscale tout en occultant les montants dus ?
Une volonté manifeste d’orienter le débat dans le sens de jeter à la vindicte populaire une certaine presse est clairement affichée.
