Tous les médias, publics et privés, ont une mission de service public. Ils exercent une fonction de veille, de facilitation du débat public, de consolidation de la démocratie, d’éducation, d’information, de divertissement, etc.
Nos gouvernants actuels le savent certainement, mais ils ne parviennent pas à se départir de leurs réflexes d’inspecteurs des impôts. Or le bon réflexe, c’est de créer d’abord un environnement favorable à la viabilité des Médias. Alors seulement, on pourra parler d’impôts.
Cet environnement est vicié par un État mauvais payeur mais exigeant face à ses débiteurs.
Les conventions de certains médias avec des structures de l’Etat ont été arrêtées et les autorités actuelles refusent de payer les montants dus à certains médias et le verse dans l’énorme dette qu’elles doivent aux entreprises.
Parallèlement, le paiement des impôts est exigé avec des ATD ( L’Avis à Tiers Détenteur) sans tenir compte de l’environnement global des entreprises de presse qui traversent une crise sans précédent.
Sur les 40 milliards de FCFA de dettes fiscales des entreprises de presse, 33 milliards sont dus par la RTS, Le Soleil et l’APS. Ces médias publics doivent à l’Etat plus de 75% de la dette fiscale des médias. Et pourtant ils bénéficient de tous les privilèges de l’Etat par comparaison aux médias privés.
Ils sont financés par l’argent public et ont un avantage sur les conventions et les publicités. Malgré cela, ces médias sont en difficulté compte tenu de l’environnement de leur évolution.
Il est important de trouver des solutions pour redresser le secteur de la presse.
Ne penser qu’au paiement de l’impôt en grevant les maigres avoirs des entreprises de presse ne peut être une solution viable.
Oui pour le paiement de l’impôt mais dans le cadre d’une démarche d’accompagnement des entreprises de presse.
Un accompagnement qui doit sauvegarder les intérêts des travailleurs des médias ainsi que la viabilité des entreprises de presse.
Que l’Etat s’oriente sur les véritables problèmes d’un secteur dont le rôle de service public sans contrepartie financière de l’Etat est connu de tous.
Une bonne santé de la presse est le baromètre d’une démocratie viable.
En Australie, une loi a été votée pour obliger les géants de la tech à payer les médias et ainsi les aider à surmonter les difficultés du secteur.
En 2023, le ministère de la Culture de la France a versé 22,7 M€ à 374 titres de journaux dans le cadre des aides au pluralisme soit plus de 14 milliards de FCFA.
Ces aides « visent à garantir la diversité des médias, essentielle à un paysage médiatique libre et indépendant, constitué d’opinions et d’idées diverses. »
En Côte d’Ivoire, c’est en tout 1,588 milliard de F CFA que l’Agence de soutien et de développement des médias (ASDM) a octroyé en appui au titre de 2023 à plusieurs acteurs et entreprises des médias.
Au Sénégal, on met en demeure les médias et on bloque leurs comptes.
Tout porte à croire que cette pression fiscale accompagnée de mesures coercitives ne vise en réalité qu’à précipiter la chute de certains médias qui sont accusés d’avoir contribué à freiner un certain « projet » qui n’existe que de nom.
Une campagne de propagande sur les réseaux sociaux est organisée pour ne réduire le problème des médias qu’à une question de paiement d’impôt.
Si ce n’était que cela, pourquoi la rts, le soleil et l’aps qui bénéficient des privilèges de l’Etat se retrouvent dans des difficultés de paiements d’impôts ?
Une politique de pensée unique et de règlement de comptes s’installe de plus en plus dans notre pays.
Il est temps que tous les démocrates se donnent la main pour stopper le projet de liquidation de la liberté d’expression en général, de la liberté de la presse en particulier et du choix de la diversité.
La journée sans presse de ce mardi 13 Août est une tâche noire pour la démocratie sénégalaise.
Cette presse combattue et malmenée a le droit de se battre avec les moyens dont elle dispose.
Soutien totale à la presse sénégalaise !
