Le 9 janvier dernier une 11ème mesure du gouvernement à l’occasion du conseil interministériel exigeait au Ministère en charge des Transports terrestres de prendre, dans les 72 heures, un arrêté interdisant la pose et l’usage des porte-bagages, et prescrivant le démantèlement de ceux déjà fixés sur les véhicules de transports de personnes.
72 heures plus tard et sans explication aucune de la part d’un gouvernement qui semblait convaincu de sa vision, cette mesure a été remplacée par une dérogation pour une période d’un an à la date de la signature de l’arrêté qui devait prescrire le démantèlement des porte-bagages
L’évidence a finalement prévalu et a sauté aux yeux quand la fumée du populisme s’est dissipée.
Avancer puis faire marche arrière sur un même sujet en un temps bref tel qu’un client d’auto-école n’est pas digne d’un État qui se respecte. Quand un État avance, il engage nos ressources, notre image, notre souveraineté…Gouverner c’est étudier, diagnostiquer, prévoir… ce n’est pas produire de la poudre aux yeux.
La décision concernant les porte-bagages sans mesure alternative ne pouvait aboutir qu’à cette reculade malheureuse.
D’autres mesures montreront leurs limites, sous peu comme nous l’avions précisé dans notre dernière sortie sur la question.
Le régime actuel doit respecter la sacralité de l’Etat s’il veut trouver de vraies solutions face aux attentes légitimes des populations. En attendant, nous continuons à compter nos morts.
