Le président français Emmanuel Macron savait déjà ce qui l’attendait en conviant une partie des sociétés civiles africaines à Montpellier. Ce n’est évidemment pas ce qu’il allait entendre qui l’intéressait, mais bien le message qu’il voulait faire passer. Le Président français a plusieurs fois montré l’attention particulière qu’il porte aux revendications et préoccupations portées par la jeunesse africaine.
Un réflexe historique de la France qui s’est manifesté lors de la décolonisation quand il fallait s’empresser de donner l’indépendance à certaines colonies quand d’autres commençaient à la réclamer par les armes. Une nouvelle stratégie de néo colonisation s’en était suivie après ce retrait stratégique. Face à l’Afrique, la volonté d’identifier le noeud de la contestation et de la maîtriser a été toujours la démarche du Président Macron qui n’a jamais hésité à contourner les chefs d’Etat africains.
Pour prendre la décision historique de renoncer au franc CFA, le Président Macron n’avait pas évoqué une entente avec les chefs d’Etat africain à la tête de pays souverains. La raison invoquée a été plutôt une revendication de la jeunesse africaine. «C’est en entendant votre jeunesse que j’ai voulu engager cette réforme, assurait Emmanuel Macron à Abidjan le 21 décembre 2019. Le franc CFA cristallise de nombreuses critiques et de nombreux débats sur la France en Afrique. J’ai entendu les critiques, je vois votre jeunesse qui nous reproche de continuer une relation qu’elle juge postcoloniale. Donc rompons les amarres.»
Le Président français se prend pour un chef d’Etat face à son peuple, le peuple africain. Il ne lui restait plus qu’à prononcer le fameux slogan du Général de Gaulle le 4 juin 1958 à Alger, «Je vous ai compris !», s’adressant ainsi aux populations d’une colonie de la France. Les jeunes Africains face au Prèsident Macron ont été véridiques et directs. Ils ont aussi été pertinents. Ils n’ont pas déçu les attentes. L’évidence s’est manifestée.
Cependant, ils n’ont pas dit ce qui n’avait pas été dit auparavant et même face à un chef d’Etat français, parfois de la part de chefs d’Etat africains. «Nous ne pouvons plus continuer à mener dans nos pays, dans nos régions, dans notre continent une politique sur la base de l’aide de l’Occident, de l’Europe, de l’Union européenne ou encore de la France. Cela n’a pas marché, ça ne marche pas et ça ne marchera pas», disait le Président ghanéen, Nana AKUFO-ADDO devant le Président Macron. Ce que certains jeunes ont repris devant Macron.
D’autres chefs d’Etat africains ont eu à prendre leur courage à deux mains pour exprimer les préoccupations des peuples africains. Et ceci depuis plusieurs années. Cela n’a pas changé grand chose. La relation dominant-dominé a toujours été maintenue malgré tout. Elle est juste désormais intelligemment encadrée en prenant en compte tous les facteurs pouvant concourir à sa destruction.La France est à l’heure des initiatives au moment où les chefs d’Etat africains peinent à se retrouver autour de l’essentiel.
La division sur la monnaie unique en est un exemple patent sans compter les difficultés à parler d’une seule voix sur des questions importantes qui interpellent le monde. De par leurs attitudes, l’Afrique est ainsi perçue comme un grand marché à exploiter et non comme une entité homogène qui participe dignement aux rendez-vous du donner et du recevoir. Les chefs d’Etat africains sont aujourd’hui de plus en plus contournés par la France.
Si certains sont des béni-oui-oui, donc des «acquis» pour la France, d’autres doivent être mis en concurrence avec leur propre société civile à qui on attribue la médaille française de la légitimité. Donner le nom d’une rencontre entre un président de la République français et un groupe de la société civile africaine «Sommet France-Afrique» est une faute diplomatique que les chefs d’Etat africains doivent dénoncer.
La société civile qui ne jouit pas d’une légitimité des urnes représentent ainsi l’Afrique au moment où la France est représenté par son Président légitimement élu. C’est un signe d’irrespect notoire au peuple africain. Macron aurait dû envoyer Zemmour à sa place. On aurait pu ressortir et discuter des vrais ressentiments des deux peuples. L’évolution de la démocratie dans nos pays doit pouvoir se faire sans l’intervention de la France.
Ceux qui doivent nous représenter et parler en notre nom doivent être choisis par nous-mêmes et non par un Président français. Les processus de choix s’amélioreront avec les luttes démocratiques internes que mèneront nos peuples en toute responsabilité et en toute indépendance. La France est un partenaire parfois privilégié de l’Afrique mais la souveraineté des pays africains ne doit en aucun cas s’exprimer en partenariat avec les chefs d’Etat français.
