1. Le Président Macron inaugure l’ère des représentants africains non désignés par les Africains. Il inaugure l’ère des sommets étatiques impliquant l’Afrique sans représentants des États africains. Il inaugure l’ère du contournement des processus démocratiques internes des pays africains qui aboutissent aux choix de dirigeants élus. Il inaugure l’ère de l’attribution tous azimuts de la médaille de la légitimité française qui fera foi et met son titulaire au rang d’interlocuteur d’un Président français et de représentant du peuple africain.
2. Le Président Macron a d’une part donné l’image d’une France soudée, organisée, qui parle d’une seule voie qu’il porte lui-même en sa qualité de président de la République légitimement élu et d’autre part l’image d’une Afrique divisée, sans États, sans autorités élues, avec une jeunesse en rage qui chercherait solutions en France. Et ceci, au moment où lui-même est crédité que de seulement 25% des intentions de vote dans les sondages, 75% des Français lui ont tourné le dos.
3. Le Président Macron décide de renforcer le financement de sa société civile dans nos pays souverains. Il décide d’avoir une influence dans nos États. Il déroule une pensée subversive envers l’Afrique et ne s’en cache pas. En France même avec l’interdiction du financement public des cultes depuis la loi de 1905, le financement étranger est combattu.«Je ne veux plus de mosquées qui s’ouvrent avec des financements cachés, je ne veux plus de gens qui utilisent l’argent du pèlerinage pour financer n’importe quoi», disait Emmanuel Macron dès son installation à la tête de la France. Ce qui est de son droit en tant que Président d’un pays souverain.Aujourd’hui, c’est ce même Président qui décide de financer unilatéralement sa société civile dans nos pays souverain sans l’implication de nos chefs d’Etat.
4. Le Président Macron a pris des décisions unilatérales sans l’implication des dirigeants légitimes de l’Afrique. Il a décidé pour la France et il a décidé pour l’Afrique, en prenant à témoin les ressortissants des peuples africains et de la diaspora française. Et il compte aussi les appliquer en Afrique. Ce qui fut aussi le cas dans un passé récent (le 21 decembre 2019) avec la décision de passage du franc CFA à l’Éco. Il avait évoqué la jeunesse africaine qu’il aurait « entendue ». Même s’il maintient la parité fixe avec l’euro en l’attribuant cette fois-ci à une volonté des Présidents africains. Cette préoccupation de la jeunesse africaine qui n’arrange pas les entreprises françaises n’est évidement pas satisfaite.
5. Le silence de nos chefs d’Etat sur le sommet Afrique-France tenu à Montpellier et engageant nos pays à travers les décisions prises à cet effet sans leur présence et sans leur implication, remet tout en question. Tout le discours du Président Macron sur l’indépendance de l’Afrique s’affaisse comme un château de cartes. Si nos chefs d’Etat africains étaient libres, ils n’allaient jamais laisser passer un tel affront. Aucune jeunesse ou société civile française ne peuvent représenter la France dans aucun territoire du monde. Aucun chef d’Etat français n’acceptera que des décisions engageant la France soient prises en dehors de la France, sans ses représentants et exécutées en France. En organisant ce sommet de Montpellier, le Président Macron n’a fait que confirmer la main lourde de la France sur les affaires internes des pays africains.
Le combat pour l’indépendance totale de l’Afrique doit continuer avec une jeunesse consciente et déterminée. Elle doit se faire en améliorant nos processus démocratiques internes et en hissant aux sommets de nos États des hommes et des femmes de valeur, capables de mettre les intérêts des peuples africains au dessus de tout autre intérêt.
