Dans sa dernière adresse à la Nation, le président de la République a annoncé deux décisions importantes : l’instauration de l’état d’urgence assorti d’un couvre-feu et la mise en branle d’un programme national de vaccination. La problématique du vaccin.
Croire que le vaccin pouvait faire partie des solutions à la pandémie et qu’il sera par conséquent positivement accueilli c’est ignorer totalement la réalité de l’heure. Que l’Etat ne commette pas l’erreur de rater le coche de la communication.
L’idée d’un vaccin nocif pour les populations africaines n’est pas saugrenue. Ce n’est pas une vue d’esprit d’ignorants personnages qui chercheraient à faire peur. Des personnalités scientifiques et politiques n’ont pas manqué de montrer leur scepticisme sur la question. Au Sénégal, de présumés sachants, médecins de leur état ont réfuté toute idée de se faire vacciner. De même des scientifiques sur le plan international ont eu des réserves motivées sur le vaccin en évoquant notamment le défaut de données scientifiques exhaustives. L’étape d’essais n’est donc pas dépassée surtout avec l’apparition de nouvelles souches notamment en Afrique du Sud qui poussent les scientifiques à penser que « la nouvelle variante de Covid-19 qui se répand pourrait s’avérer plus résistante aux vaccins actuellement en cours de déploiement au Royaume-Uni et ailleurs », et avertissent qu’elle rend le besoin d’un déploiement mondial des vaccins « encore plus critique ».
C’est justement pour, entre autres, ne pas servir de cobaye dans cette situation d’incertitude que le Président Macky Sall avait lancé un message à la communauté internationale, le 9 avril 2020 dans une tribune intitulée « L’Afrique et le monde face au coronavirus ». Il disait à cet effet : « L’Afrique, berceau de l’humanité et terre de vieille civilisation, n’est pas un no man’s land.
Elle ne saurait, non plus, s’offrir comme terre de cobayes. Exit également les scénarios catastrophistes qui s’évertuent à dessiner un futur d’apocalypse pour le continent. Ce continent a subi des épreuves autrement plus périlleuses et plus cruelles.
Il est resté résilient et tient plus que jamais debout ! »
Qu’est-ce qui devrait pousser le président de la République à se précipiter et à parler de programme de vaccination « dans les meilleurs délais » et même en dehors de l’initiative Covax de l’Organisation mondiale de la santé (OMS) qui nous permettra d’avoir un vaccin homologué par l’Organisation onusienne ? Et dans le communiqué du conseil des ministres de ce mercredi 6 janvier, il avance même la disponibilité des moyens financiers prévu pour ce programme pour un déploiement rapide.
« Les ressources financières nécessaires, à ce titre, seront mis à disposition afin de faciliter le déploiement rapide du Plan d’introduction de la vaccination. » précise ledit communiqué.
Et pourtant, il y’a 5 jours, face à la presse, le 31 decembre 2020, le président de la République affirmait que « pour l’heure, nous sommes en phase d’observation, pour voir quel est le vaccin le plus efficace ». Il avait la même attitude que celle recommandée encore aujourd’hui par les experts notamment le Pr Daouda Ndiaye qui a invité l’Etat à la prudence et d’observer
« ce qui se passe dans les pays européens, américains et autres, comment les vaccins sont entrain de fonctionner, l’impact de ces vaccins sur la maladie, les effets sur les personnes».
Qu’est ce qui a changé entre temps pour que le Président de la République soit si pressé d’engager un programme de vaccination ? La nouvelle vague ne peut être un motif suffisant puisque le professeur Moussa Seydi, dans une interview accordée au journal Le Quotidien du 23 décembre dernier, faisait savoir que « c’est plus facile de combattre cette recrudescence que la première phase ». Ajoutant plus loin : « Il n’y a pas photo. »
Le Président Macky Sall qui a beaucoup évoqué l’avis des experts dans son dernier discours devrait nous édifier sur cette précipitation soudaine qui semble être contraire aux avis les plus récents de nos experts. Si le président de la République a des raisons de croire que toutes les craintes évoquées sont infondées, il doit adopter la pédagogie par l’exemple en se vaccinant en premier lieu comme ce fut le cas avec d’autres dirigeants du monde. Il parviendra peut-être, ainsi, à lever le doute dans la tête de certains de nos compatriotes.
De la pertinence de l’Etat d’urgence assorti d’un couvre-feu
L’état d’urgence assorti d’un couvre-feu avait été abandonné par le gouvernement comme mesure efficace d’endiguement de la pandémie en tenant compte de nos réalités socio-économiques.
En effet quand le président de la République a pris la décision de lever l’état d’urgence et le couvre-feu, le Sénégal n’avait pas atteint le pic de l’épidémie. Nous étions à 112 cas le 29 juin et 132 cas deux jours plus tard.
Il avait été donc décidé de renoncer à cette méthode d’endiguement du virus pour mettre le focus sur les mesures barrières. Et ainsi permettre à notre économie de survivre à l’existence de la pandémie.
D’ailleurs, le président de la République l’avait résumé en ces termes : « De la même manière que nous ne pouvons pas laisser au virus nos vies et notre santé, nous ne pouvons, non plus, lui laisser la vie et la santé de notre économie. Ainsi, mes chers compatriotes, tenant compte de cette double nécessité vitale, j’ai décidé de lever l’état d’urgence et le couvre-feu y afférent à compter de demain, 30 juin 2020 à 23 heures. »
Aujourd’hui revenir sur l’état d’urgence assorti d’un couvre-feu risque encore une fois d’exposer à la perte d’emploi et de pouvoir d’achat, beaucoup de nos compatriotes sans que cette mesure ne garantisse une efficacité réelle sur l’endiguement du virus. Les Sénégalais qui resteront cloîtrés chez eux de 21h à 5h du matin se retrouveront la journée entassés dans les transports, les supermarchés et les marchés. Ils seront à l’école et dans les universités.
La pertinence du retour au couvre-feu n’a été aucunement démontrée si ce n’est nous mettre dans un climat de pandémie tout en privant énormément de Sénégalais du droit de subvenir à leurs besoins et de vaquer à leurs occupations.
