Cette propension de certains membres du pouvoir à tout mettre sur le dos des populations dans l’échec de la gestion chaotique de la COVID-19 est inacceptable. Les populations ont bon dos. Qui peut répondre au nom des populations ? Personne. Ils préfèrent s’adresser à une entité qui ne parlera pas et qui ne désignera pas son porte-parole de sitôt.
Quand l’Etat est en pleine noyade dans le lac du mimétisme en ignorant ses réalités socio-économiques, il ne peut se prévaloir de sa propre turpitude.
Quand l’Etat ne met en œuvre aucune mesure d’accompagnement pour un secteur informel occupant 90% de l’activité économique, il ne doit pas s’étonner que des Sénégalais crient famine.
Quand l’Etat crée des marchés nébuleux autour de la pandémie et enrichit des privilégiés, il ne doit s’étonner que les frustrations s’agrandissent au moment où le plus petit franc du Sénégalais est réclamé pour constituer une manne financière de lutte contre la pandémie.
Quand on demande à ses compatriotes de vivre avec le virus sans les prémunir du risque de mourir du virus en prenant des dispositions exigeant le respect des mesures barrières et le port systématique du masque, on ne doit pas s’étonner du nombre de morts important que nous recensons, presque quotidiennement.
Quel est ce pays sérieux qui a décidé de vivre avec le virus sans mettre en place un mécanisme de sanction contre les citoyens récalcitrants aux mesures barrières ? Il n’existe pas.
Quelle est cette population au monde qui respecte scrupuleusement toutes les mesures d’un gouvernement sur simple recommandation ? Elle n’existe pas.
Quel est aussi cet État sérieux qui exige le port du masque sans en distribuer en quantité industrielle, qui veut sanctionner les récalcitrants sans donner des moyens de déploiement à ses forces de sécurité et de défense ?
Vivre avec le virus doit être accompagné de la présence régalienne de l’État avec des mesures qui s’appliquent erga omnes.
Quand un État finit par faire comprendre qu’il est incapable de gérer une crise et qu’il n’est passable que dans la gestion courante d’un pouvoir, cela dénote un mal profond.
C’est ce mal qu’il faut soigner, corriger.
Respectons tous ces sénégalais qui n’attendaient que des mesures cohérentes pour s’en accommoder.
Il n’y a pas eu d’Etat dans la gestion de cette pandémie. Ni les structures de santé ni le personnel de santé ne l’a senti si ce n’est du saupoudrage qui a vite montré ses limites. Seuls les marchés de riz et autres intéressaient ceux qui nous gouvernent.
Les marchés sont finis, les bras sont croisés.
De grâce qu’ils ne les décroisent pas juste pour pointer d’un doigt accusateur les populations.
Ça suffit !
