Monsieur le Président de la République,
Quand certains salariés dans notre pays sont à un mois du dénuement total, d’autres compatriotes en sont à 24 heures. Ils se démènent comme de beaux diables pour avoir des mains des autres leur subsistance quotidienne. Et à chaque jour suffit sa peine. Qu’ils soient marchands ambulants ou vendeur de thiéré, ils ont besoin que ça bouge pour pouvoir rencontrer leurs sauveurs.
Avec l’auto-confinement et la peur du contact, ils connaissent aujourd’hui la faim et le désarroi. J’en ai rencontré certains, ils me confient être dépassés et paniqués. On leur parle beaucoup de virus mais on ne se presse pas à les secourir ainsi que leur famille. Ils attendent et souffrent quotidiennement.
De « restez chez vous », ils comprennent « mourrez chez vous ». Ventre creux n’a point d’oreille.
Monsieur le Président de la République,
Le couvre-feu imposé est un élément de la batterie de mesures, pour limiter la propagation du virus, qu’il faut saluer mais nous ne sommes ni en France ni en Italie. Le principe de limitation des contacts doit être accompagné de la nécessité d’une contextualisation et d’une pédagogie agissante.
Quand en France les cafés sont fermés, au Sénégal, en sus, il faut s’orienter vers les lieux de rencontres et de discussions, les « grand-places » dans les quartiers.
Le risque que le virus se propage le jour est beaucoup plus important que la nuit où même les chats dorment, surtout dans un contexte de fraîcheur.
Quand on déploie des forces de sécurité pour guetter des noctambules rien que pour limiter le contact, on doit pouvoir le faire le jour pour mettre de la discipline dans les rues et disperser les rassemblements, dans un contexte d’urgence.
Ce sont ceux qui se sont rassemblés le jour qui vont être confinés la nuit avec d’autres et même avec ceux qui ont choisi l’auto-confinement comme mesure préventive. Un terrain fertile à la contagion est ainsi très vite créé.
Il s’y ajoute une promiscuité sévère qui peut parfois bien expliquer certains comportements, sans les excuser.
Dans certains quartiers, ce ne sont pas les enfants qui sortent mais ce sont les maisons qui les repoussent. Ils sont trop nombreux pour pouvoir y être comprîmés. Certains dorment le jour, d’autres dorment la nuit. C’est un pacte bien ancré. Et quand la faim est le mal le mieux partagé, la révolte s’installe très rapidement.
Monsieur le Président de la République,
Une crise humanitaire prend place et évolue parallèlement à l’épidémie. Il faut, certes, prendre des mesures fortes pour pousser à la discipline et au respect des mesures de prévention, mais il faut surtout aider les Sénégalais à faire face aux conditions difficiles de prévention et de lutte qu’ils affrontent tous les jours.
Les milliards annoncés pour une aide alimentaire suscitent beaucoup d’espoirs mais il y a urgence à expliquer et à mettre en avant les leviers devant permettre aux Sénégalais qui en ont besoin d’être secourus très rapidement. Il y a urgence.
