Qui peut m’expliquer l’attitude de l’Etat sénégalais avec les décisions de fermeture tous azimuts des commerces et d’interdiction des loumas ?C’est quoi le projet ? Pour aller où ? Pour atteindre quel résultat ? Dans le cadre de quelles stratégies cela entre-il ? La réponse simpliste aurait été de dire que c’est évidemment dans le cadre de l’endiguement du virus.
Mais raison de plus pour remettre les mêmes questions sur la table, même en ayant la réponse bateau souvent fournie.
L’Etat sénégalais est aujourd’hui à cheval entre plusieurs stratégies. Ce qui fait qu’il récolte tous les inconvénients sans bénéficier des avantages. Il n’est ni dans le cadre d’un confinement ni dans le cadre d’un déconfinement. Il est dans une action hybride. C’est juste de l’activité étatique en Mode Covid-19 sans conséquence majeure sur l’évolution du virus.
Les va-et-vient régulés n’empêcheront pas la propagation du virus tant que des moyens ne sont pas investis dans un mécanisme d’obligation du respect de la distanciation sociale.
Et ce respect combiné au port du masque suffit à atténuer la contamination communautaire. Le fait de différer les jours d’achat alimentaire par exemple, ne fera que créer un rush propice à la vulgarisation du virus et ne sera d’aucune utilité tant que la distanciation physique n’est pas respectée.
Les mesures coercitives doivent être suivies de mécanismes d’accompagnement; ce qui n’est très souvent pas le cas.
On exige le port du masque sans faciliter son acquisition par les populations et sans expliciter son mode d’emploi pour ne pas en faire un facteur de propagation de plus du virus.
On parle de distanciation physique sans se donner les moyens d’avoir une présence massive et dissuasive des forces de sécurité et de défense dans les lieux visés (marchés, centres commerciaux…)
Les conséquences des actes de l’Etat ont finalement plus d’impact sur l’approfondissement de la pauvreté des ménages que sur l’endiguement du virus.
Nous ne le répéterons jamais assez, les populations sont fatiguées. Le fait de priver une bonne partie du secteur informel d’activités économiques est un acte d’appauvrissement dirigé contre les couches fragiles qui ne sont pas touchées par les aides sociales.
L’heure est grave !
Il faudra relancer l’activité économique et permettre aux populations de subvenir à leurs besoins. Nous le disons depuis plusieurs semaines. L’Etat doit alors parallèlement concentrer ses efforts sur deux postes de dépenses :
1. La production massive de masques et imposition de la distanciation physique.
Des masques doivent être produits en masse et mis à la disposition des populations. Il faudra également que les forces de sécurité et de défense soient déployées sur le territoire national pour faire respecter la distanciation physique en accord avec les autorités locales.
2. Relever notre plateau médical et élargir les tests.
L’Etat doit se donner les moyens d’une résilience sanitaire pour soigner les malades en utilisant les remèdes ayant déjà produits des résultats et en renforçant son système sanitaire (moyens de protection, personnel, préfabriqués, matériaux sanitaires). Aussi, il faudra élargir le nombre de tests pour avoir les chances de repérer et de s’occuper très tôt des personnes contaminées.
