La courbe africaine de l’évolution du COVID-19 ne semble pas être la même constatée ailleurs, et c’est un mystère qui a été bien souligné par les experts du monde.213 millions de cas de paludisme ont été enregistrés en 2018 en Afrique par l’OMS, soit 93% des cas dans le monde. À elle seule, la région Afrique, selon l’OMS, a enregistré 94% des 405 000 décès liés au paludisme dans le monde en 2018.
La tuberculose tue des centaines de milliers de personnes en Afrique.
Le choléra, la dengue, la fièvre jaune…
Les maladies infectieuses tuent énormément en Afrique et cela n’empêche pas les populations de vaquer à leurs occupations et de faire tourner l’économie même si la contagiosité du Covid-19 confère à cette maladie un caractère exceptionnel.
L’idée d’aller vers un confinement général au Sénégal est de plus en plus brandie et développée de diverses manières comme un ballon de sonde.
Le Président Macky Sall n’exclut pas l’idée d’un confinement général et l’a exprimée en ces termes lors de sa récente interview avec le journal français Le Figaro : « Il va de soi que si l’évolution de la situation requiert un confinement général, nous le ferons sans hésiter. »
Rappelons que d’un point de vue épidémiologique le confinement général mis en œuvre en Europe et dans certains pays n’a pas pour objectif d’éliminer la maladie dans les territoires concernés mais plutôt d’aplatir la courbe de contagion de celle-ci. Cette politique tient également compte des réalités socioéconomiques qui permettent d’agir directement sur une population totalement confinée.
Le confinement général, au Sénégal, risque de faire courir de gros dangers à notre pays. L’Etat n’a pas les moyens de faire face à une demande sociale qui se révélera indubitablement, en questions de survie.
Et même si les moyens étaient mobilisés par un quelconque truchement, notre structure économique ne permet pas d’agir sur la population impactée. Dans un pays où 80% de la population active est dans l’informel, il est très facile de créer une crise sociale à travers des décisions maladroites, sans aucun rapport avec nos réalités socio-économiques.
Nous n’aurons pas les moyens de faire face à l’exigence de mesures d’accompagnement pour une résilience sociale et économique.
Aujourd’hui la situation est assez alarmante dans notre pays. Il me semble risqué d’en rajouter avec des décisions excessives sans qu’elles aient forcément un impact réel sur l’évolution du virus.
Compte tenu de nos faibles capacités en lits de réanimation qui mèneraient à une saturation rapide du système de prise en charge des cas les plus graves, quel que soit l’axe d’attaque choisi pour l’Etat du Sénégal.
Compte tenu de l’évolution de la maladie sur tout le territoire sénégalais qui laisse à penser que la situation est déjà hors de contrôle pour les équipes mobilisées dans la traque des cas contaminés.
Compte tenu du refus d’annulation de la dette publique des pays africains par les partenaires techniques et financiers; ce qui augure des lendemains difficiles de relance de notre économie.
Compte tenu des difficultés que traversent les populations impactées qui n’ont pas été touchées par la distribution de l’aide.
Compte tenu de la situation alarmante des confinés décrite par eux-mêmes et la stigmatisation des cas contaminés qui poussent les populations à se terrer chez eux.
Nous proposons ce qui suit :
1. Un déconfinement territorial total avec obligation du respect de la distanciation sociale dans tous les espaces publics. Cela permettra à une grande partie de la population d’aller travailler et de subvenir à ses besoins pressants;
2. Elargir considérablement le nombre de tests et continuer à appliquer un isolement médicalisé des personnes contaminées;
3. La dotation de nos structures de santé des moyens de faire face au traitement des malades du COVID-19 : renforcement et équipement du personnel médical, renforcement du plateau médical, installation de préfabriqués pour accueillir les malades;
4. Une production massive de masques encadrée par l’Etat; s’assurer que les masques soient accessibles à moindre coût et ainsi permettre son renouvellement.
