Le passage du gouvernement sénégalais ce jeudi 23 avril à l’assemblée nationale révèlera le synopsis d’une grosse comédie politique sur le dos des institutions de la république.
Ci-dessous, les différentes phases.
SCÈNE I :
Le Mardi 23 Décembre 2014 à l’occasion de la journée des institutions le Président de la république annonce la venue du gouvernement à l’assemblée nationale et fait deux déclarations majeures.
Déclaration n°1
» On n’a pas besoin de préparer des débats ou préparer des questions. Gardez vos questions, les ministres vont venir. De toute façon, ils sont obligés de défendre leur politique. Celui qui ne peut pas défendre sa politique devant l’Assemblée, le président en tirera toutes les conséquences»
Déclaration n°2
« Dans une démocratie, le dialogue politique se passe à l’Assemblée nationale. Pas dans la rue, pas dans les médias»
SCÈNE II
La conférence des présidents de l’assemblée nationale se réunit et décide d’organiser les débats entre le gouvernement et les députés mais elle ne se limite pas aux dispositions de l’article 68 al 4 qui dispose qu’elle doit indiquer « la durée de la discussion en séance plénière et la répartition du temps de parole entre les groupes et les non inscrits. » Cette instance de l’assemblée nationale va au-delà de ses prérogatives et décide de violer la loi en limitant le nombre de questions à 14 et octroie 10 questions à la majorité parlementaire qui répond du Président de la république, 3 questions au groupe libéral et 1 question aux non-inscrits.
En faisant une telle répartition la conférence des présidents exclut l’écrasante majorité des partis de l’opposition représentés à l’assemblée et installe les conditions d’un « dialogue » entre le gouvernement et sa propre majorité.
SCÈNE III
Le gouvernement qui vient à l’assemblée nationale pour « dialoguer » avec les députés est déjà rassuré de deux choses
I- Il a déjà le contenu des questions qui vont lui être posées. En effet dans sa décision d’organiser les débats, la conférence des présidents a demandé à ce que les questions des députés soient déposées 72h à 24h avant la tenue de la séance.
II- Les députés qui poseront des questions n’auront pas la possibilité de revenir à la charge même s’ils ne sont pas satisfaits des réponses. Un deuxième tour de parole n’est pas prévu. Le gouvernement a donc la latitude de dérouler sa communication comme il l’entend sans être contredit.
L’assemblée nationale fournira le public avec 136 députés confinés à un rôle de spectateurs.
Voilà résumé le synopsis d’une pièce de théâtre qui se jouera dans notre illustre assemblée nationale. À la place d’un dialogue nous assisterons à une communication à sens unique, à un monologue gouvernemental. L’assemblée nationale servira de tribune à un gouvernement qui refuse le débat et s’inscrit dans une logique de propagande tous azimuts sur le dos des institutions de la république.
