Il nous faut donc, un budget transparent et dont l’orientation est choisie par les députés eux-mêmes.Un budget défendu par les questeurs devant les députés à travers la Commission de l’Economie générale comme le prévoit l’article 18 de la loi organique portant règlement intérieur de l’Assemblée nationale;Un budget contrôlé dans son exécution par la Commission de Comptabilité et de Contrôle comme nous l’oblige l’article 31 du règlement intérieur de l’assemblée nationale ;Un budget dont on rend compte de sa gestion à l’Assemblée nationale, par écrit au début de chaque session budgétaire;Un budget dont le compte définitif de chaque gestion est adressé par le Président de l’Assemblée nationale au Président de la cour des comptes comme l’indique l’article 31 du règlement intérieur.Il n’en est rien de l’application de toutes ces obligations légales.Par conséquent et pour toutes ces raisons, devant le peuple sénégalais, je me suis abstenu de voter un tel budget.
