Ils nous ont attaqués et agressés, nous leur pardonnons. Ce sont des collègues encouragés par une dynamique de groupe qui leur donne un courage qu’ils ne réussiront jamais à acquérir seul et qu’ils n’ont jamais acquis quand nous étions ensemble dans l’opposition. Ils sont en plus sûrs de leur impunité et peut être même des félicitations et encouragements de leur leader.
Cependant ils ont été combien, de l’indépendance à nos jours, à avoir eu les mêmes comportements parce que aveuglés par un pouvoir temporel et éphémère? Ils nous ont retardé et n’ont jamais pu s’accrocher. Ils ont été installés par un système, ils partiront avec et le Senegal demeurera.
Nous avions décidé ce jour là de dire non à l’illégalité, de manifester notre désaccord face à une volonté d’inscrire les activités de l’assemblée sur une feuille de route qui ignore la loi et les principes républicains pour s’orienter vers une volonté politicienne et antidémocratique.
Notre posture de représentant du peuple nous impose une vigilance pour la sauvegarde des acquis de nos populations et la défense de leurs intérêts majeurs. Nous sommes dotés d’une immunité parlementaire qui nous permet de choisir nos méthodes de lutte et de nous arrimer, sans crainte, à la défense des principes et valeurs républicains.
Le Sénégal est un grand pays de démocratie et de défense des libertés. Le President Macky Sall a hérité du fruit de plusieurs formes de sacrifices, de générations en générations pour que le Senegal demeure un exemple de démocratie et de défense des libertés. Le President Moustapha Niass a été témoin de toutes les époques. Il est inadmissible que l’on cherche à revenir sur ces acquis par le truchement d’une volonté politicienne et purement partisane.
C’est très réducteur de réduire le combat contre une forfaiture avérée en une histoire de personnes ou de parti. La décision de mettre en place un groupe parlementaire sécrétée par le cadre de l’opposition précède le conflit au PDS. Un grand groupe de l’opposition pour relever une Assemblée nationale à terre et lui rendre sa dignité a été combattu par anticipation en opérant une modification du règlement intérieur de l’assemblée nationale.
C’est cette proposition de loi scélérate et liberticide de cette législature que nous avons combattu farouchement qui révèle ses conséquences fâcheuses pour notre pays parce que n’ayant eu comme soubassement que la Défense d’intérêts bassement politiciens.
La décision d’interdire à tout député de pouvoir intégrer le groupe de son choix dès qu’il quitte son groupe d’origine nous a poussé à nous retrouver tous dans le groupe des libéraux et démocrates et d’être exposés au conflit interne d’un parti politique. La loi dans sa disposition initiale aurait permis à l’opposition de mettre en place un grand groupe sans aucune difficulté. Mais voilà que nous avons décidé de nous adapter à la nouvelle loi, qu’ils veuillent nous imposer par la force ce qu’ils n’ont pu imposer par le droit. Le régime actuel révèle ainsi toute sa détermination à fouler aux pieds les principes démocratiques et à refuser à l’opposition son droit de s’opposer.
La forfaiture s’est répétée et a pris plusieurs tournures
1- Le 11 octobre 2013 à l’ouverture de la session budgétaire, Rewmi et BBY avaient tous la signature de la député de Rewmi Mariama Diallo. Celle-ci avait signé pour être membre du groupe parlementaire que Rewmi devait mettre en place mais BBY était parvenu à lui faire signer pour demeurer dans son groupe. Pour départager Rewmi et BBY, l’assemblée nationale a décidé d’interroger notre collègue en pleine plénière pour qu’elle dise laquelle des signature est la bonne. Elle avait répondu qu’elle allait rester dans BBY. Ce qui a eu comme conséquence l’inexistence du groupe parlementaire de Rewmi puisque n’ayant pas atteint le nombre de 10 membres requis par l’article 20 du règlement intérieur de l’assemblée nationale.
Rewmi s’est conformé à cette décision, sans rechigner.
Alors comment comprendre que 2 ans plus tard, dans la même Assemblée nationale que le même problème se pose avec des signatures identiques dans deux documents différents et que la même procédure ne soit pas utilisée pour départager les deux camps?
Si cette procédure avait été utilisée le nombre requis par l’article 20 n’aurait pas été atteint par le groupe validé et c’est donc sciemment et en connaissance de cause que la jurisprudence Mariama Diallo a été ignorée.
2/ Comment comprendre que le bureau de l’assemblée nationale soit élu sans que les groupes ne soient connus et installés alors que par rapport aux scrutins des postes du bureau l’article 14 du règlement intérieur dispose qu’ils « ont lieu à la représentation proportionnelle selon la méthode du quotient Electoral, calculé sur la base du nombre des députés inscrits dans chaque GROUPE, avec répartition des restes selon le système de la plus forte moyenne » ?
3/ Comment comprendre que les listes des candidats pour être membre des commissions ne soient pas ratifiées en plénière et publiées par le président comme prévus à l’article 35 al2 et qu’on veuille élire les bureaux directement sans connaître les membres des commissions?
4/ Comment comprendre qu’on veuille convoquer le gouvernement dans des commissions dont les listes n’ont pas été ratifiées et que l’élection du bureau n’a pas respecté les dispositions du règlement intérieur ?
Et pour toutes ces forfaitures, ils veulent que l’opposition s’aligne sur la volonté du pouvoir de violer impunément la loi et d’imposer la force au parlement, lieu de représentation du peuple.
