Nous nous posons beaucoup de questions au vu de la logique dans laquelle s’est empêtré le Gouvernement sénégalais sous la houlette d’un Président de la république qui a beaucoup dit, peu fait et qui tergiverse encore après 24 mois de magistère. En tentant de nous vendre un bilan axé sur un slogan “ça a été dit, c’est fait” le Gouvernement sénégalais compte-t-il sur une amnésie collective ? Ou alors ceux qui nous gouvernent tentent-t-ils d’expérimenter l’adage qui dit qu'”en Afrique bien faire consiste à bien dire” ?
Sommes-nous face à un Gouvernement conscient de l’ampleur des attentes et qui est définitivement prêt à se démarquer d’une posture jubilatoire insensée ?
En étudiant scrupuleusement leurs promesses (ça a été dit) contenues dans le programme Yoonu Yokuté et les différentes déclarations (déclarations de politique générale, discours du Président de la république, etc.) et les différentes réalisations (c’est fait), il est aisé de dire que ceux qui nous gouvernent privilégient la propagande au détriment des réalisations.
Nous ne mettrons pas l’accent sur les promesses non tenues et qui n’ont pas été inscrites dans un délai précis. Nous laisserons au Gouvernement du Président Macky SALL la marge de réalisation que leur confère le temps restant du mandat en cours. Nous ne serons pas également exhaustif puisque l’objectif est de faire une contribution et non d’écrire un livre. Cependant, certains éléments contenus dans le document-bilan “ça a été dit, c’est fait” révèlent toute la démarche démagogique d’un gouvernement pressé d’être félicité. Plan Sénégal Emergent (Page 4)
La place réservée au Plan Sénégal Emergent, dans ce document, révèle l’état d’esprit de ses auteurs qui sont plus dans une logique de promesses, de séduction que de rendre compte fidèlement des réalisations concrètes du Gouvernement.
Après avoir reconnu les tares et insuffisances de son programme Yoonu Yokuté, le Président SALL a commandité, au frais du contribuable sénégalais, le PSE qui est un document de politique économique et sociale, dont la mise en œuvre démarre en 2014. Le PSE n’a donc pas sa place dans ce document-bilan. Il s’agit, ici, si j’ai bien compris, d’étaler les réalisations concrètes des deux années de mise en œuvre du défunt Yonu Yokuté.Baisse des loyers (Page 5)
D’après le document bilan “Sept recommandations majeures ont été adoptées à l’assemblée nationale, le 15 janvier 2014 :
Rétablissement de l’autorité de l’Etat ;Application des textes existants sur la baisse des loyers ;
Obligation du bailleur de remettre un décompte du loyer au locataire ;
Suppression du bail verbal ;Recours à la surface corrigée pour tout bail à usage d’habitation ;
Constitution d’une agence immobilière. Cette information est inexacte. Aucune recommandation n’a été présentée à l’assemblée nationale et adoptée par les députés. Le projet de loi qui nous a été soumis ne s’est penché que sur le plafonnage des taux de la baisse et les sanctions en cas de manquements.Energie (Page 7)
Le document ne revient pas sur les promesses du chef de l’Etat, lors de son discours du 31 décembre 2012 (ça a été dit). À cet effet, le Président de la République avait déclaré qu’au titre du programme d’électrification rurale, plus de 32 000 ménages seront connectés au réseau avant la fin de l’année 2013″.
Ils ne disent pas également où ils en sont avec “le programme national d’intégration du solaire photovoltaïque dans le bâti et les édifices publics” prévu dans le programme yoonu yokuté (ça a été dit)De même que la “construction de 5 centrales hybrides (fuel/solaire) de 30 MW chacune” (ça a été également dit dans le yonou yokuté).
Sur la même page du document bilan, en ce qui concerne la production d’eau potable, le document ignore royalement “le programme de 33 000 branchements sociaux en milieu urbain et l’installation de 75 forages en zone rural” annoncé par le chef de l’Etat, lors de son adresse à la nation le 4 avril 2013 (ça a été dit). Education (Page 8)
Le document parle de “la route de l’excellence” en faisant référence à l’éducation nationale au moment où ce secteur traverse une crise profonde avec des promesses non tenues et une quasi-privatisation de l’enseignement supérieur.
Couverture maladie universelle (Page 10)
D’après le document-bilan, “les défis sont énormes mais le Chef de l’Etat a déjà dégagé une enveloppe de 5 milliards F.CFA pour assurer la gratuité des soins des enfants âgés de 0 à 5 ans et pour faciliter la mise en place d’une offre minimale de soins par les mutuelles de santé́.”Ce qui avait été clairement décliné dans le programme Yoonu Yokuté c’est la création d’une Caisse Autonome de Protection Sociale Universelle (CAPSU) avec un budget annuel de 120 milliards qui devait prendre en charge la CMU. (Ça a été dit).
En sus, le programme présidentiel avait prévu “un suivi systématique gratuit des femmes durant toute leur grossesse et prise en charge d’un forfait obstétrical pendant toute la grossesse y compris un certain nombre d’échographies obligatoires et planification familiale” (ça a été dit, ce n’est pas fait).
Bourse de sécurité familiale (Page 12)
D’après le document-bilan “ainsi, plus de 50 000 familles ont bénéficié d’une allocation annuelle de 100.000 F.CFA en 2013 dans le cadre de ce programme.
“Dans le Yonou Yokuté il a été annoncé “l’instauration d’une bourse de sécurité Familiale (250 000 familles environ sont concernées). Cela coûterait 25 milliards par an à l’Etat.”(Ça a été dit, ça n’a pas été fait). L’enveloppe annuelle n’est que de 5 milliards à la place de 25 milliards promis par an).
Agriculture, Elevage, Pêche (Page 13)
Le document fait tout sauf présenter les réalisations et résultats obtenus dans le secteur de l’agriculture. Le document nous parle de programme (PDIDAS, PRACAS) sans faire référence à la campagne de commercialisation de l’arachide qui est une catastrophe, sans compter les promesses du chef de l’Etat qui avait annoncé la venue de “1000 tracteurs et divers équipements ruraux”, durant la campagne de 2013. (Ça a été dit, adresse à la nation le 31 décembre 2012, repris dans son message à la nation, le 03 avril 2013). Le document fait abstraction, après deux ans de mise en œuvre du PNAR, du niveau d’atteinte de l’objectif de l’autosuffisance alimentaire. Il s’y ajoute que le Gouvernement ignore royalement le programme de “réhabilitation de 14.000 ha de terres et la réalisation de nouveaux aménagements hydro agricoles sur plus de 33.000 ha dans les vallées du fleuve et de l’Anambé.” Annoncé par le Premier ministre lors de sa déclaration de politique générale (ça a été dit).
Réformes fiscales, FONSIS, FONGIP (Page 15)
En parlant des réformes fiscales, le Gouvernement ne fait pas allusion à l’augmentation de l’impôt sur les sociétés (IS) qui passe de 25% à 30% dans un environnement concurrentiel où les pays de la sous-région sont à 25%. Cette décision n’est pas décomptée dans le bilan, peut-être parce qu’ils ont encore du mal à la justifier. Cette pression fiscale freine le développement des entreprises et par ricochet agit négativement sur la politique de l’emploi.
En ce qui concerne le FONGIP et le FONSIS, le document précise “Le Président Macky Sall avait expressément fait la promesse une fois élu de mettre en place des fonds pour financer les activités économiques des entreprises et des projets portés par les sénégalais. Ainsi, en initiant deux projets majeurs (FONSIS et FONGIP), le Président tient sa promesse”.
En faisant la promesse, le Candidat Macky SALL a été précis dans son programme. Il a parlé de “création d’un Fonds de Garantie des d’Investissements Prioritaires (FONGIP) de 350 milliards F.CFA sur 7 ans (50 milliards par an, en moyenne) pour permettre aux acteurs économiques d’accéder au financement bancaire pour l’acquisition de gros matériels agricoles et avicoles” (ça a été dit et pas fait comme ça a été dit).
Ces mêmes remarques sont valables pour le FONSIS qui a reçu, une faible dotation, largement en deçà des chiffres annoncés et dont l’appellation reste absurde d’autant plus que notre pays ne dispose pas d’excédents.
Bonne gouvernance (Page 18)
Le document peut être complété par cette promesse du chef de l’Etat le 4 avril 2012 ” je serai toujours guidé par le souci de transparence et de responsabilité dans la gestion vertueuse des affaires publiques” (ça a été dit).
Cependant, au moment de faire cette déclaration, le Président avait déjà signé un décret d’avance de 8 milliards consacré à ses fonds politiques sans tenir compte du prorata temporis. Pis, comme j’ai eu à le souligner “le Président à travers toujours un décret d’avance s’est doté de 2 663 908 000 F.CFA de fonds politiques supplémentaires dans la même année budgétaire 2012 à travers des fonds spéciaux. Un décret qui n’a pas figuré dans la Loi de Finance Initiale de 2012 mais sciemment dissimulé dans celle de 2013. C’est le décret n°2012-747 du 19 juillet 2012. Le Président de la république s’est donc octroyé d’une manière unilatérale des fonds politiques d’un montant de 10 663 908 000 F.CFA pour huit mois de magistère contre huit milliards autorisés à son prédécesseur pour la durée d’un an. (C’est fait).
Emploi des Jeunes (Page ?)
C’est quand même surprenant que le document-bilan ignore l’emploi des jeunes qui est une super priorité pour le Président de la République.
Rappelons-le, le Yonu Yokuté avait annoncé la création de 500.000 emplois en 7 ans, soit 71.000 emplois, en moyenne, par an. Après deux d’exercice du pouvoir, le Président a un passif de plus de 100.000 emplois à offrir aux jeunes. Cet objectif est loin d’être atteint (ça a été dit et pas fait).
